"bzr help hooks" is not user-oriented help

Bug Description
'bzr help hooks' prints a lot of stuff that is more like plugin developer information than anything the command line user wants to see.
We ought to put the list of hooks into plugin developer information, and make 'bzr help hooks' just tell you about the general concept of hooks or something.

I've received very positive feedback about the self documenting hooks
in the past; I have no objection to moving things around, but getting
rid of the dynamic generation (remember that plugins add hooks too)
seems a step backwards to me.
