Bug Description
Diff should have an -x (-X) option, to exclude files from the diff. Although this is currently supported by using --diff-options, it would be nice to support it natively. See also bug 268135 for the common core facilities needed.

It looks to me like -x might not be working as expected:

It's not showing the revision file in the second one, but is in the first.
