prepend diffstat to diffs

Bug Description
Sometimes it's nice to include a diffstat with a diff to show what was done. There is a plugin which provides 'bzr diffstat'.
It might be nicer if we could say 'bzr diff --stats' and prepend them. This could be implemented in Python to help people on windows.

I'll try and clean up the diffstat plugin to make it mergeable. Then we can have 'bzr diffstat' which just produces the diffstat and 'bzr diff --stats' which gives the diffstat followed by the diff.
