want an option to force stacking or not when creating a branch

Bug Description
I'd like an option to init/push/branch (or at least init) that creates a branch setting it either stacked or non-stacked, overriding any policy that may be configured for the server or location. (In particular Launchpad publishes a stacking policy, and it's hard to get around it.)
