"bzr merge-upstream" correctly updates the existing changelog entry
rather than adding a new one when the distribution is set to UNRELEASED.
However, it will add a new "New upstream release." line even if one was
already present credited to the current user.

Ideally we would do this in a way that this still gets picked up by "debcommit", which currently uses the debian/changelog diff to determine a commit message.
