Bug Description

(not sure if this should be done in the plugin or via a hook, sorry if it should be hooked)

When working on a branch, its handy to update the debian/changelog as you work. Unfortunately this means that unless you remember to email control to tag the bugs pending, they appear to be getting no attention.
it would be handy if bzr-builddeb could check for new closes: entries in the changelog and send an email to mark the bugs pending.

I guess this would mainly be a matter of running the "tagpending" command in a post-commit hook.
