britney should not consider "blacklisted" tests as a regression

I recently saw a case where the systemd SRU for Jammy was blocked by linux-gcp-5.13 (among others) but that package (and others) are in the never_run file of autopkgtest-package-configs so the autopkgtest won't be run. I worked around this by adding 'force-badtest' hints but a better solution would be for britney not to consider these as regressions.
