SRU comments refer to wrong version when SRU is re-uploaded

Bug Description
Take a look at bug #1848202. This was an SRU which I re-uploaded because the first one failed verification (autopkgtests). In comment #9 the new upload was accepted and then very quickly afterwards the SRU policy commented, but it commented with the results & version of the previous upload.
What should have happened was that it waited for the new set of test results to come in and then commented on *that* state.
