Allow landing to non-overlay PPAs

Bug Description
The original use of Bileto was for the Ubuntu Phone, where it was desirable to land packages directly to the overlay PPA or the archive. The stable overlay PPA is now obsolete, and now that Bileto has been used for more than just Ubuntu Phone, it would be desirable to choose a custom PPA to land to.
The use case for this would be for Ubuntu flavors such as Lubuntu and Kubuntu. Kubuntu already has a Backports PPA and Lubuntu is in the exploratory process for one. We would like the ability to land major updates to these PPAs for users and still use tools like Britney to ensure higher quality releases to our users. This isn't for widespread usage like the archive, but since there is already support for one PPA, the overlay PPA, it would be nice to be able to specify our own PPA to land packages to.
