no consequence of payment type for population of payment lines [account_payment_discount_extension]

Bug Description
Use case:
Financial Management --> Payment --> Payable Payment Orders --> New Pay. Payment Order
or
Financial Management --> Payment --> Payable Payment Orders --> New Rec.. Payment Order
Payment type field doesn't seem to work as a filter for the population of payment lines.
Only filter with "type" either payable or receivable seems to work.
Please see attached screenshots. It shows the "payment type" = "customer refunds" but it proposes also
invoices with payment type "payment creditors" to populate the payment lines.

I changed the state to New. Imho we still do not take into account either
- payment mode
- type (payable, receivable)
which is essential to use additional functionaly of account_ payment_ extensions
base logic.
A bug report dependent to this one is:
#644456 no population of receivable payment order
Just to explain "Receivable Payments": We are allowed to advice pulling payments from the
bank accounts to reconcile customer invoices.
"Payable Payments": We want to do a bulk payment of supplier invoices (with bulk reconcilation).
