Member removed or added by roster when shouldnt be

Bug Description

when some 1 joins or leaves the org they are added or removed from the bot
then when rosterupdate is runs they are readded or removed
we need to add/fix a delay on making change to that user
this bug is AO only

Considering that adding and removing a member already handles buddy updates why do we need another update of the buddy list afterwards?

Only low importance, it's just a visual annoyance in the logs.

not really, people get readded so get new spam and access to bot still for a day or 2
and people who joined and get removed lose access to bot even so in org
