[barbican-tempest-plugin] Add idempotent IDs to barbican tests

Tests in tempest and plugins should have an idempotent ID [1] that uniquely identifies the tests. Currently, several tests in barbican-tempest-plugin are missing the ID [2]. We should fix this as the ID is important for the interop guidelines and the tracking of the tests during future development of the plugin [3][4].
