please update homebank to version 3.8 in hardy

Bug Description

Binary package hint: homebank

homebank 3.8-1 is in intrepid, and it is a bugfix release. Some significant bugs are resolved by this, and since homebank does not affect any other packages AFAIK, this could be granted an ubuntu freeze exception?

 * bugfix: archive changes were not considered for save changes
 * bugfix: strings change (British units to Imperial units)
 * bugfix: remind transaction were not displayed after save
 * bugfix: transaction window close button was faultly add a transaction
 * bugfix: string in account window status bar was not localized
 * bugfix: making an archive with empty name from a transaction was possible
 * bugfix: statistics rate columns were sometimes displaying 'nan' as rate
 * change: removed transaction register amount herits from the category sign automatically

Most significant to me were the "transaction window close button was faultly" bug and the "remind transaction were not displayed after save" bug.

confirming that version 3.7 now supports correctly the "remind" function (bugfix: remind transaction were not displayed after save).

This is quite significant, as without this fix, the user somewhat corrupts his data (he can't see the transactions he added unless he upgrades to homebank 3.7). This does not affect normal operations though.

I've built it with prevu: it runs fine except that some icons don't appear and there is this warning "(homebank:24857): Gtk-WARNING **: Error loading icon: Couldn't recognize the image file format for file '/usr/share/homebank/images/report_car.svg'"
Maybe this issue occurs even in Intrepid??

Below is the changelog for the Homebank since the version in Hardy; since there have been nothing but bugfixes I think this needs to go through the SRU rather than the backports process.

The most important change for me is the removal of transaction sign inheritance from the category inheritance, a regression introduced in 3.6 that makes it unusable for me; see https://bugs.launchpad.net/homebank/+bug/190011

I don't think 3.8 should enter -updates. If it fixes one or two high-impact bugs, open bugs for them, and follow the SRU procedure.
Now, for those who really want 3.8 in hardy, ie. with potential regressions, and knowing all changes haven't been thoroughly checked, etc., I reopened the -backports task.

I have successfully built version 3.8-1 from Intrepid on Hardy with no source changes, and uploaded it to my PPA for testing. It installs ok and seems to run fine.
