Shotwell doesn't respect system locale time format

Bug Description
Binary package hint: shotwell
ru_RU.utf8 locale uses 24-hour clock.
But Shotwell doesn't use this. E.g. if I import a picture taken 14:11 (2:11 PM), Shotwell displays like it was taken at 2:11 (2:11 AM).
