Bug Description
The blog setting's note says:
Allow other bloggers to send trackbacks to this blog, letting you know when they refer to it. This will also let you send trackbacks to other blogs.
I do not see why not allowing trackbacks on your blog should prevent you from sending trackbacks yourself.
The fix would be in blogs/inc/
