Inconsistent tooltips shown in different places

Bug Description
At present there are 3 different tooltips which can be seen throughout the ubuntu desktop. This creates an inconsistency in the pixel perfect ubuntu desktop we are trying to achieve with Ubuntu Precise. I cannot think of any logical reasoning behind why we need 3 different tooltip designs.
This is present in Ubuntu 12.04 Daily Build, with all the latest updates installed.
I have attached 3 screenshots showing the tooltips used in different places.
