When opening window switcher, least interesting window is closest to mouse pointer

Bug Description
When clicking the icon of the active application in the launcher, all open windows of the application are shown as miniatures. However, the active window of the application is always the window shown closest to the pointer. Since the user will almost always want to switch to another window than the active one when opening this switcher, he will almost always have to drag the pointer all the way across the miniature of the active window before getting to the desired window. This is redundant.
Instead, another window than the active one should be shown closest to the pointer, similar to how pressing Alt-Tab will always move focus to another window.

the issue has already been reported somewhere though I cant find the duplicate :/
