Bug Description
Bug: If a user places their cursor over a notify osd notification, it does not time out until they move their cursor off the notification. During this period it remains in it's blurred state.
To reproduce:
1. Generate a notification with the following command: notify-send "this is a test"
2. Move the cursor over the notification
Current incorrect behaviour: The notification persists until the cursor is moved off the notification
Correct desired behaviour: The position of the cursor should have no effect on the notification time out. The notification should disappear as normal when it times out irrespective of the cursor position

John: this is not how it was spec'ed initially. The cursor was meant to pause the notification. However, I agree that it that the blur defies the purpose. Can you double check with other designers: Mark & mpt in particular, that this aligns with how they want to evolve the design.
