"Restart" not available when suppress-shutdown-menuitem is set

Bug Description
Problem occurs in: indicator-session 12.10.5daily13.
Does not occur in: Ubuntu 12.10
1. In dconf-editor, set apps:indicator-
2. Try to restart the computer.
What happens: The menu provides no access to the Restart command.
What should happen: The Restart item is there regardless of whether the Shut Down item is available.
This is a regression of bug 1015558. It is distinct from bug 1156566, but could be fixed the same way.

Again this bug is 'nice to have' but not a blocker as 12.04 also lacked this functionality. But adding to the design bug backlog.
