There is no way to configure the number of workspaces upon install

Bug Description

The first thing I do when installing ubuntu is change the number of workspaces I have however starting from.. 11.10? there has been no way to do this without the command line or installing some other application. I'm sitting here with 12.10 installed and this is still a big papercut in my opinion, unless I'm missing the default config somewhere?

This is by design.

We determined that the workspace concept was an advanced concept that not only was never used by typical Ubuntu users, but actually caused confusion and needless problem reports. More advanced users normally have no problem installing a configuration tool to adjust the number of workspaces they use.

We will not be adding a way to configure the number of workspaces on Ubuntu installation.
