Bug Description
If I start to move a bookmark (by left-clicking and holding it in the bookmarks toolbar) in chromium or firefox, the launcher unhides. It doesn't matter if I move it to the left or the right, or how far away I am from the launcher. I have attached a screenshot in which I am moving a bookmark slightly to the right. You can see the launcher has unhidden.
Ubuntu 12.04
This is a minor annoyance. I was trying to move an icon in the bookmark bar to a folder on the left side of the bookmark bar. I couldn't drop it as the launcher was in the way. Still, why should the launcher unhide when I move a bookmark icon?

It's intended. The launcher un-hides so you can drag the bookmark onto another window.
