Bug Description
If you apply a new theme, the settings under the preferences tab are reset. They should not be affected by a theme change. Note these are different than the preferences you can configure when you click "customize" on a theme, as you would expect those to be changed when you change themes.

The shipped themes definitely have an annoying habit of resetting the size and panel behaviour. This is a deliberate choice, though one that I agree is annoying, for packaged themes that does have a rationale.
I would note that what settings are set by a theme is customizable by theme creator when they export the theme. So I would expect that many custom themes do not modify panel size etc.
I'll leave the status unchanged for the moment, as I think there is some room for discussion on the issue, though I expect we'll end up marking this won't fix though possibly adding some type of wishlist but to mitigate the annoyance factor of currently switching themes
