Clicking minimized app icon sometimes makes a new icon

Bug Description
When an application is minimized, sometimes clicking on it to open the window will cause a new icon to appear for it, and the one you just clicked on to fade away. It only happens on applications that aren't permanently docked there, ie apps that aren't shown when the app isn't running. It doesn't happen every time either - sometimes it will unminimize as expected. I couldn't see any pattern to it.
