location settings refer to cellular data when no modem is present

Bug Description
In system settings & the welcome wizard, the phrase "Using GPS, anonymised wifi and cellular network info'" is used to describe the way HERE gathers data.
On non-cellular devices with HERE 'and cellular network info' should be ommitted.
