Use dch instead of custom changelog updating code

Bug Description
dch appears to have a bigger set of functionality, particularly around
ensuring that the new changelog version is newer than the previous
one. Using a "standard" tool is also a bonus because it means AutoPPA
will automatically benefit when bugs are fixed and when policy changes
are implemented.

Perhaps use the python debian package? That has support for parsing changelogs, and iirc also for modifying them.
