user customizable bandwidth throttling before trying to submit the crash dump

Bug Description

Several crash dumps can be large (e.g. more than 200MB). There should be a user controllable option to throttle the uploading speed to a user value in order not to have their connections saturated (many people are behind assymetric links with a limited upload speed)

This seems to be rather over-complex to me, and I don't want to work on this myself. But if someone wants to implement this, I'm happy to review patches. In particular, don't show it in the UI for all crashes, perhaps just for ones which are bigger than e. g. 10 MB.

I just ran into this problem as well. I'm not a very decent programmer myself but I'd like to request such a feature be added. Upon submitting a report, my upload bandwidth was eaten up and my connection was rendered more or less useless for about 3 minutes.
