Bug Description

It would be nice to use apport to report bzr bugs on Windows, Mac, etc. One obstacle to this is that the setup.py script refuses to run there. It's perhaps reasonable to just assume there's no packaging_impl there?

See eg http://bazaar.launchpad.net/~apport-hackers/apport/trunk/annotate/1707/setup.py

Right, since Windows uses neither rpm nor dpkg. But that's not all of it, the signal crashing code and data collection make _heavy_ assumptions about the OS. It will take a good amount of effort to port Apport to Windows.

For Bazaar, where I'd like to get to first is an emasculated apport that can only report on purely-python things (traceback, argv, modules), with no lower-level crash data, and then secondly for it to be able to send that to Launchpad. But I realize even that may not be easy, and isn't strategic for you. Maybe one of our Windows users will have a go at it.
