Can't report bugs to gnome-software because packages are out of date

The ubuntu-software package has started crashing on me when I turn on my computer. Whenever I enter my password to see the error details, it tells me that the error cannot be reported (then why am I seeing this message?). Not reporting bugs when I have old packages installed is good for most applications, but shouldn't there be an exception for the software updater? Its job is to work when I have old packages.
