Bug Description

Per https://wiki.ubuntu.com/ErrorTracker#A.2BIBw-What.2BIBk-s_unusual_about_this_error.2BIB0- , it would be helpful to know the timezone the report came from. We could extend the Date field to include the timezone bits, or if there's a concern about breaking existing scripts, we could create a new field.
