If dbgsym packages are outdated, tells the user they have outdated packages and borks the report

Bug Description

If dbgsym packages at ddebs.ubuntu.com are outdated at the time of retracing, apport-retrace tells the user they have outdated packages on their system and deletes the core dump, thus making the crash unretraceable (as of trunk revision 2519).

Instead of breaking the report and lying to the reporter, apport-retrace should leave the report intact and print an error to stderr.

This is unfortunate, but the root cause is really our broken handling of ddebs. We can't really do much about this behaviour until we fix ddebs properly.

Triaging so we don't lose this one. When we move to fetching ddebs from the publisher directly, this should go away.
