The Registrar Dbus interface is not observed

Bug Description

For several reasons the Dbus interface com.canonical.AppMenu.Registrar can unknown his name in the session and this cause that the menubar to disappear.

The issue here is that, when the com.canonical.AppMenu.Registrar disappears and then when it comes back appmenu-qt5 doesn't call registerWindow again.

Also Unity7 is affected to be fair, but less visible unless you don't restart unity-panel-service.
