add_unit has hard coded timeout

Bug Description
After initial deployment, add_unit contructs a Talisman object without specifying a timeout. The timeout defaults to a hard coded 300 seconds. This will often not be enough for complex charms.
Perhaps the default timeout for operations should come from an environment variable?
